Looks to me like some clothing made of snake skin. I wasn't sure however, so was forced to observe for quite some time trying to figure it
out, of course, until I was finally noticed and the occupant of said snakeskin wished to have a photograph take, for which I certainly obliged.
This happens to be at the Broken Spoke, where such scenes are fairly common on the hot afternoon when people pile in to get out of
the sun and shed various articles of clothing, while of coure consuming refreshing beverages to blend into the day. Quite pleasant, indeed.
