These are especially white people since this picture is overexposed a bit, bring out the very bright skin tone. This is what things look
like when you don't wear sunglasses on the very sunny days that usually predominate in this area during mid- to late summer. These
particular riders are on a type of bike that is seen here, but which is in a fairly small minority. Usually, people ride the more traditional
looking motorcycles, and many have been messed with so they have their own peculiar characteristics. The machines are more
individual than what they may first appear.
